If Russian weapons targeted a US beach, no matter by what hand, next 12 hours would have been already war declared from US to Russia. Russia, instead calculated 2 days what would be the next step and tried to answer not to react. Russia is firm on moving the Ukraine based conflict towards peace or negotiations, so did not declare war. Foreign Minister Sergey Lavrov had a meeting with US Ambasador in Moscow soon after the Crimean beach attack. The meeting was not recorded or publicly acknowledged, but apparently Sergey Lavrov let US Ambassador know that Russia and US are no longer at peace (which is not yet rated as war) US became party of this conflict, and some retaliation would follow from Russia side.
Following this conversation the Pentagon initiated a phone conversation between Lloyd Austin and Andrey Belousov as they themselves declare:
“On June 25, Secretary of Defense Lloyd J. Austin III spoke by phone with Russian Minister of Defense Andrey Belousov. This was Secretary Austin’s first phone call with Minister Belousov, and he emphasized the importance of maintaining lines of communication amid Russia’s ongoing war against Ukraine.”
Still no readouts, still not much communication about this phone conversation, but apparently Andrey Belousov, after a short exchange of views about the war in Ukraine warned the Pentagon chief about the “dangers of further escalations in terms of continuing deliveries of American weapons to the Ukraine Armed Forces”.
The absence of a readout would make one suspect the exchange of words was strong if not tough or some communications from Andrey Belousov side were uncomfortable for the Pentagon. Probably Russia would withdraw some resources or support that was indirectly was benefiting the Pentagon.
US in return for being held accountable for over 150 civilians injured and dead initiated an overnight ICC warrant for Shoigu (minister of defence) and Yerasimov (member of defence minister during Shoigu) for war crimes against civilians. The warrants were compiled and launched overnight, while the ICC warrant against Netanyahu is still lagging behind for months.
